Can you do your Anmeldung in Berlin during Coronavirus?

When you move in Germany, you must register your new address. When you register an address for the first time, you get a tax ID and a a registration certificate (Anmeldebestätigung).

Because of the Coronavirus, the Bürgeramt only offers appointments for emergencies. You can't do your Anmeldung if it's not an emergency.

Can I do my Anmeldung at the Bürgeramt?

Only if it's urgent. The Bürgeramt only gives appointments for urgent problems. If you need to register now, call or email your local Bürgeramt, and ask for an appointment. If you need a tax ID to start working, you might get an appointment1, 2.

Can I do my Anmeldung per post or per email?

Officially, it is not possible. We have confirmed with multiple Bürgeramt locations1, 2. You can only do your Anmeldung in person. If you already registered your address, you can get a copy of your registration certificate by post1.

In practice, it is possible. A friend of mine registered her address by email. She received her Anmeldebestätigung by mail. The letter is dated from March 31. I wrote to the same Bürgeramt, and they said it was not possible. Their website also says it's not possible.

Will I get fined if I don't register within 2 weeks?

No. You will not get a fine. The fines are suspended because of the Coronavirus. Even before the Coronavirus, people rarely got fined for registering too late.

What do I do if I can't register my address?

You can open a bank account without your Anmeldung.

You do not need a tax ID to start working, but your employer will take more income tax from your paycheque. You will get that money back when you file a tax declaration.

During the curfew, the police requires everyone to carry their Anmeldebestätigung with them. If you don't have one, you can carry a letter with your address on it.
